Has the annotation equivalent of <class proxy="..."> been implemented yet? I couldn't find any reference to it in the doc or EJB3 spec.

By default, Hibernate Anntations do <class lazy="true"/>
If you specifically need proxy, please add it as a new feature into JIRA (HibernateExt/annotations) and votre for it.
We need to see what hibernate features are truely missing compared to the spec.
