 Post subject: JCS cache: on class and/or relations ?

It is not really clear to me where to specify the <jcs-cache> element:

Suppose I want to cache all cities:

Do I have to:
1. cache the class CITY ?
2. cache the relations of other classes with CITY (ex: cache a one-to-many between country and city) ?
3. cache country only, thereby caching the member set cities ?
4. do 1. + 2. ?

What can be the consequences of these different strategies ?
